Applicants and all household members who fall within relevant age categories must satisfy all of the following requirements. Firstly, the number and age of occupants moving into the home must be declared, supported by copies of passports or alternatively health cards combined with other photographic identification.

Secondly, stable employment is mandated for all household members aged 15 to 64, requiring permanent jobs of at least 25 hours per week, excluding fixed-term contracts-unless valid documentation is provided verifying current education, which serves as an alternative. Documentation should include six months of recent pay slips and employment contracts; for new jobs, contracts and proof of completed education or previous earnings must be supplied. Self-employed individuals and consultants need to present CVR registration, previous year tax returns, and advance tax assessments. Flexible job arrangements must be supported by official approvals from the municipality.

For those without stable employment, enrollment in an eligible full-time education program lasting at least one year and qualifying for state educational support (SU) is accepted. Verification comprises enrollment confirmation, educational agreements, or apprenticeship contracts.

Household individuals aged 15 or older must provide recent criminal records-no older than eight days-and no one may have convictions for breaches of the Penal Code, Weapons Act, or Narcotics Act within the past two years. Importantly, residents receiving public benefits equivalent to unemployment, early retirement, or social assistance (such as disability pension) are ineligible for tenancy.

Flexible allocation criteria allow applicants to advance in the queue if they meet certain conditions, enabling quicker access than standard waiting lists. Eligible flexible criteria include confirmed steady employment of at least 25 hours weekly (supported by employment contracts and recent pay slips), enrollment in recognized SU-eligible education programs of at least one year's continuous full-time study, recent separation or divorce with documented need for swift housing (evidenced by legal documents and proof of previous cohabitation), and selling of real estate within the municipality (validated by a signed sale agreement).

It should be noted that special regulations apply to the initial rental round; the assigned waiting list position provided by the system may not reflect actual availability, as the municipality has yet to determine the exact number of homes for initial allocation.
