Eligible applicants include those who are in education, those over 65 years, and those on early retirement or old-age pension. Permanent employment must cover at least 25 hours per week including lunch. A permanent position that receives public subsidy, for example a flex job, is treated the same as other employment. An applicant in a flex job is evaluated according to the number of hours the municipality tops up to; for example, if 15 hours are worked weekly and the municipality supplements the salary up to 25 hours, that flex job is considered permanent employment. Applicants in education must document that they or their cohabitant/spouse are studying; the education must be eligible for SU or be covered by a training agreement or apprenticeship contract, and the housing applicant must receive instruction to an extent that entitles them to SU.
